VG30 can often substitute for 60/70 in practice, but the two are tested differently — one by penetration at 25 °C, the other by viscosity at 60 °C — so the purchase order should cite the governing standard explicitly rather than assume equivalence. For hot climates and heavy axle loads, engineers increasingly step up to harder grades (40/50, VG40) or PMB.
Step 2 — Specify precisely, then verify the test certificate
- Name the grade and the standard. "Bitumen 60/70 to ASTM D946" or "VG30 to IS 73" — never just "bitumen". Attach the full property table (penetration, softening point, ductility, flash point, solubility in trichloroethylene, loss on heating) as an annex to the contract.
- Fix the acceptance basis. State that the batch Certificate of Analysis governs, name the test methods, and agree what happens if a parameter lands outside the window — price adjustment, rejection or retest by an independent lab.
- Confirm the origin refinery. Bitumen quality varies with crude slate and refinery process. The producer's name should appear on the CoA and shipping documents, not only on the trader's letterhead.

Step 3 — Match the packing to your logistics reality
Packing is where bitumen buying differs most from other commodities. Bulk shipment in heated tankers or bitutainers gives the lowest cost per tonne but requires hot storage and decanting capability at destination. New steel drums are the default for smaller or inland-bound parcels and protect the product best in transit; jumbo bags and polybags undercut drums on packing cost — regional FOB assessments this summer showed bagged material trading roughly US$15–20 per tonne below drums — but they are sensitive to heat during voyage and stacking, and are best suited to cooler routings and rapid turnaround at discharge. Independent pre-shipment inspection is standard practice in the bitumen trade: agencies such as SGS or Geochem sample and test the cargo at the loading port and verify quantity and packing condition, with suppliers commonly arranging inspection for parcels of about 500 tonnes and above. SGS's petroleum inspection scope covers testing to ASTM and equivalent standards along with packaging checks for damage, leaks and improper sealing. Step 5 — Time the market deliberately
Bitumen demand is seasonal — paving accelerates in dry months — and supply from the Gulf is concentrated among a handful of refiners, so prompt availability can vanish quickly, as August's sold-out loading programmes show.
